Lilydale Quarry will become a major master planned community focusing on liveability and sustainability after the 163-hectare site in Melbourne’s northeast received planning approval.

The landowner of Melbourne’s largest single-owned urban renewal site engaged our planning team to develop and implement a tailor-made planning and approval framework to facilitate the urban regeneration of the site in the coming decades. In preparing this fit-for-purpose planning framework, we have worked closely with many specialist consultants (in transport, geotechnical, environmental, sustainability, urban design and heritage) to address the opportunities and complex constraints of the site.

Our expertise in property economics and strategy has also been used to develop an economic benefit snapshot for the project and an assessment of affordable housing needs. In implementing the framework, the team mitigated risks through comprehensive stakeholder engagement with the local council and state government departments.

Urbis supported the client through the formal assessment process for the amendment of the planning scheme, including the preparation for the hearing of the advisory committee. After receiving the report from the Advisory Committee, our stakeholder engagement skills were crucial in negotiations with the government. We confirmed that the final version of the planning controls reflected the project vision and that the work on the site could begin as soon as possible.
