Urbis is delighted that the Victorian Government has announced the contract to remove the level crossing on Lower Plenty Road, rebuild Rosanna Station and duplicate the Hurstbridge line has been signed, with work to start in the coming months.

We are proud to be part of the Alliance between Laing O’Rourke, Fulton Hogan and Jacobs which partnered with Level Crossing Removal Authority to deliver a solution for the removal of a number of level crossings on the Hurstbridge rail line. The infrastructure works provide several value capture opportunities through improved land utilisation around the separated rail/road at the Heidelberg and Rosanna station precincts.

Urbis led the integrated development opportunities component of the project, including: site identification and development options, potential value capture strategies, developer procurement, commercial terms, market and feasibility analysis, together with appropriate planning approval strategies.

Urbis is uniquely positioned to provide integrated planning, economics and real-estate advisory services on multi-faceted infrastructure projects such as these, and is proud to be partnered with the Victorian Government on the level crossing removal program.

Lead Director Michael Barlow says Urbis is proud to be involved in such a significant project that will reduce congestion during peak times.

“Urbis is uniquely positioned to provide integrated planning, economics and real-estate advisory services on multi-faceted infrastructure projects such as these, and is proud to be partnered with the Victorian Government on the level crossing removal program.”

The project will replace the level crossing at Lower Plenty Road via the construction of a rail bridge and a brand, new Rosanna Station next to the crossing. The track will also be duplicated between Heidelberg and Rosanna.

These works are part of a $395 million package of works that also includes the removal of the Grange Road level crossing in Alphington.

Works on the project will be finished by 2019.
