Francis is an Associate Director at Urbis, with eleven years’ experience in program evaluation, research, and stakeholder consultation. He enjoys working closely with clients on complex problems, to deliver clear, strategic, and actionable insights.

Having substantial experience successfully delivering large and complex evaluation projects, and consulting stakeholders with varied perspectives. Francis has previously worked within NSW Treasury, and the Departments of Education, Communities and Justice, and NSW Health.

Throughout these and previous consulting roles, Francis developed a deep understanding of the intersections between different service delivery settings, the importance of context, the links between outcomes in different domains, and what is needed to translate high level strategies and policies into real-world impact.
