Jessica is a Director and Certified Practising Valuer in the Economics & Property team with experience in a multitude of asset classes and specialist knowledge of compulsory land acquisitions and compensation, and government advisory services.

Her diverse experience spans valuations and advisory services including financial reporting and insurance valuations, investment assets, residential, development feasibilities, highest and best use assessments, lease submissions and strategic advice.

Jessica consults with various international, private and public sector companies and individuals across real estate, financial services, not-for-profit, legal and government sectors.

Predominantly working within Urbis’ Compensation and Litigation team, Jessica has a working knowledge of Land Acquisition and Compensation. Such projects often draw upon the experience of other Urbis teams including Property Economics, Design and Planning, in delivering multi-disciplinary outcomes tailored specifically to the client’s requirements.

A demonstrated ability to leverage our multi-disciplinary skill set to drive evidence-based, fair and accurate solutions for clients.

Jessica’s project experience includes:

  • Compulsory Acquisition & Compensation – Melbourne Metro Rail Project (MMRP),  Melbourne Airport Rail Link (MARL), Suburban Rail Loop (SRL), North East Link Project (NELP), Level Crossing Removal Projects.
  • Compensation assessment under the P&E Act 1987 relating to a loss on sale/financial loss claims.
  • Value Impact Assessments – Determining the impact on market value that renewable infrastructure such as solar farms, Battery Energy Storage Systems (BESS) and Waste-to-Energy facilities may have on neighbouring properties and a broader precinct.
  • Valuations for Financial Reporting – Delivery of the Department of Treasury and Finance (DTF) portfolio, and delivery of the Department of Education (DE) portfolio of schools across the western region of Metropolitan Melbourne.
  • Native Title Claim – Various Native Title Claim assessments across regional Victoria.
  • Property Due Diligence on complex assets for disposal or acquisition purposes. 
  • Windfall Gains Tax Advice – Providing valuations to object and/or forecast a likely WGT liability.  This advice regularly works alongside planning which informs the alternate zoning(s).
  • Valuations for interagency transaction purposes.
  • Lease Submissions and Rental Disputes – Various ground leases in Metropolitan Melbourne and major service centre sites across Victoria.
