New strategic plans and policies setting the scene for Sydney’s urban growth over the next 40 years have been released by the Greater Sydney Commission, Transport for NSW and the Department of Planning & Environment.

Future planning will be set within a framework of Sydney as a global metropolis of three cities, supporting a population of 8 million by 2056. A key goal is for Sydneysiders to be able to access jobs and services by public transport within 30 minutes of their homes.

New infrastructure, including the Sydney Metro, Parramatta Light Rail and the Western Sydney Airport, are recognised as catalysts for growth and economic development. In the short term the development focus will be to prioritise:

  • Housing supply and affordability
  • New transport infrastructure opportunities, particularly to link to the Western Sydney Airport
  • Growth of jobs and skills in defined ‘collaboration areas’

The new strategies articulate long term city shaping plans to deliver a vibrant and resilient city founded on improved liveability, productivity and sustainability.

  • Greater Sydney Draft Services and Infrastructure Plan – prepared by TfNSW on exhibition until 3 December 2017.
  • New Priority Precincts – prepared by DPE and at various stages of preparation.
  • Environmental Planning & Assessment Act Bill – prepared by DPE and introduced to Parliament in October.
  • Better Placed – prepared Government Architect NSW.
  • ‘A fair go for first home buyers’ (Housing Affordability package) – introduced by the NSW Government.

  • Increase Housing supply across the metropolitan area through new development in priority precincts and priority growth areas and five-year housing targets for LGAs.
  • Increase the amount of affordable housing through new development and by and encouraging councils to undertake local housing studies.
  • Improve transport infrastructure including investigations into east-west and north-south train links from the new Western Sydney Airport.
  • Enhance the design quality of the built environment.
  • Maximise opportunities within the three economic corridors and Health & Education precincts to support jobs, skills growth and innovation.
  • Collaborate across governments and agencies to enhance economic outputs and generate a range of jobs.
  • Support the commercial growth and vibrancy of Strategic Centres and office precincts by preserving commercial cores and restricting residential.
  • Foster retail development in centres and adapt to innovation.
  • Protect existing industrial and urban services land.
  • Identify freight corridors and buffer areas to support a competitive freight and logistics network.
  • Protect the waterways, coastline, natural areas, metropolitan rural lands.
  • Maximise the use of open space and protect, enhance and expand public open space, including a metropolitan wide green grid.
