Western Australian Lands Minister Terry Redman and Planning Minister John Day recently announced the release of the Western Australian Planning Commission’s (WAPC) draft Shenton Park Hospital Redevelopment Improvement Scheme for public comment.

Following extensive stakeholder engagement spanning an 18-month period, the 15.8 hectare former hospital site will become an ‘urban village’ featuring a range of housing set to accommodate an anticipated population of 1,100 and 1,600+ dwellings.

We believe that developing the Shenton Park Hospital Redevelopment Improvement Scheme is a milestone achievement for LandCorp and the WAPC, in streamlining the planning and approvals process for the state.

This is a benchmark project that will set the standard for infill redevelopments, and is a key initiative that will help balance environmental, heritage and cultural requirements with quality development.

The State Government introduced Improvement Schemes as part of their Phase 1 Planning Reform to assist in unlocking and deconstraining complex projects. This is the first Improvement Scheme to be approved by the WAPC for public comment in the metropolitan area, with Urbis breaking new ground along the way.

This is a benchmark project that will set the standard for infill redevelopments, and is a key initiative that will help balance environmental, heritage and cultural requirements with quality development.

The Improvement Scheme will ensure the coordinated development of a new urban community that seeks high-quality design, appropriate land use, high amenity, and private sector investment.

The learnings taken from developing the Improvement Scheme will provide a real opportunity to redevelop other infill sites going forward. The process has produced a tool that will unlock the potential for more sustainable development.

LandCorp, as the State’s Land Development agency, has commissioned Urbis Perth to provide Planning, Urban Design, Economics & Market Research, and as a sub-consultant, Landscape Architecture design services for the project.

This integrated project utilised the combined talent and skill sets of the Urbis team, allowing us to take a sophisticated approach to finding the right solution for our client.

The draft Improvement Scheme is available to view here.

Submissions close 5pm Monday 18 April 2016.

Urbis is emerging as a leader in this new field of consultancy, with work also in train on Improvement Schemes for two other localities.
