On 4 July, the Future Melbourne Committee will consider the draft for Consultation West Melbourne Structure Plan (WMSP).

The vision for the West Melbourne area is to continue its complementary role to the more intensive renewal areas of North Melbourne and the Central City; retain its mixed use character; and green the area.

Five precincts within West Melbourne have been identified: Flagstaff, Spencer, Adderley, Station and Historic Hilltop.

Key features of the Draft West Melbourne Structure Plan are: 

  • Height and Floor Area Ratio for Spencer, Flagstaff, Adderley and Station Precincts, and retaining mandatory height controls in other areas (see map below for proposed controls). Built form controls are also proposed to apply.
  • Rezone key land to Special Use Zone, and require 1:1 employment to residential floor area in Spenser, Station and Flagstaff precincts and 0.5:1 in Adderley Precinct.
  • Establish new activity centres to support new local convenience, and support community and creative infrastructure.
  • Create new open space and high quality green streets.
  • Require 6% affordable housing as part of developments.

A separate West Melbourne Heritage Review is underway also, via Amendment C258.
