In a first of its kind for Victoria, Urbis worked with Homes Victoria, Building Communities and Icon to facilitate the redevelopment of three public housing sites delivered through a Ground Lease Model. The model delivers an improved mix of housing, including social housing, market rental and specialist disability accommodation.
The housing at the Flemington, Brighton and Prahran sites will be delivered through an innovative Ground Lease Model, in which the State Government will lease the land to a not-for-profit group. The group will finance, design and construct the new housing, managing and maintaining the site for 40 years, before handing the land and all dwellings back to Homes Victoria.
Urbis provided Planning, Economics and Design advice to underpin the bid phase and quickly moved to implementation. We supported the project team through a complex planning process, including preparing Development Plans, concurrent planning permit applications
and managing approvals. Urbis collaborated on the planning strategy with DELWP, Homes Victoria and its stakeholders to optimise the new planning provisions (Clauses 52.20 and 53.20) providing a streamlined approvals process with approvals granted for each site within record time.
Urbis also provided various economic and urban design reports in support of each application.
