Setting the framework
As Geelong’s growth areas continue to evolve, early planning for social infrastructure has become increasingly important. We worked with Westbourne Grammar School to support the inclusion of a new non‑government school campus within the future Precinct Structure Plan at Lovely Banks. The project focused on ensuring education needs were considered alongside housing and transport as the precinct vision was being shaped.
Integrated advisory support
Following the release of the draft Future Urban Structure for the Elcho Road East Precinct Structure Plan, we guided Westbourne Grammar through the preparation of a formal submission to the City of Greater Geelong. This sought to incorporate an independent school within the school’s landholdings identified in the PSP. The submission was underpinned by evidence‑based economic research that demonstrated clear demand for more diverse education options in Geelong’s next growth front, in the context of limited non‑government school provision. The analysis also outlined the broader social, community and economic benefits a new campus would deliver to the area.
Our design team supported the submission by translating the opportunity into a clear and compelling campus vision, showing how the site could evolve over time to support a thriving school community. This was complemented by our strategic valuation advice, helping Westbourne Grammar understand the role of the Lovely Banks landholdings within its broader asset and operational planning.
Enabling future delivery
The submission successfully demonstrated both the community need for an independent school and the wider social and economic benefits associated with the campus development and operation. As a result, the new Westbourne Grammar campus has been formally incorporated into the PSP.
