Urbis has appointed housing and workforce policy leader Tiffany Allen as Director in its national Economics and Property team, based in Western Australia (WA).

With more than 25 years’ experience working across the housing system, Tiffany brings deep expertise in housing policy, delivery and reform, and a strong understanding of how planning, funding, workforce and regulatory settings combine to shape housing outcomes.

Tiffany joins Urbis from her role as Chief Executive Officer of the Construction Training Fund, where she worked closely with industry and government to strengthen workforce capability and support the delivery of housing and infrastructure across Western Australia.

“I’m excited to join the Urbis team, support the industry and community and continue to lead inclusive and diverse outcomes for developments, policies and workforces,” Tiffany said.

Tiffany’s experience spans housing strategy, policy and delivery, with a strong understanding of market settings and implementation. She has led complex, state wide reform initiatives, including the development of Western Australia’s State Housing Strategy 2020–30, and brings a strong ability to translate policy intent into practical, market responsive solutions. Her expertise across workforce capability, training pathways and local participation strategies will also strengthen Urbis’ work advising government and private sector clients on the broader social and economic impacts of major projects and urban development.

Her work has focused on improving housing supply and affordability, addressing homelessness, and supporting well designed developments that deliver lasting social and economic value. Tiffany is known for her ability to clearly articulate complex housing issues and work collaboratively with industry and government to achieve better outcomes.

Kris Nolan, Partner and WA Regional Director at Urbis, said Tiffany’s appointment reflected Urbis’ continued investment in housing expertise.

“Tiffany has a strong track record of shaping housing solutions that respond to both market realities and community needs. Her experience will be a significant asset as we continue to support better housing and place outcomes in WA and across the country.”

Tiffany said she was drawn to Urbis’ reputation for thoughtful, evidence based advice and its understanding of both commercial realities and social impact.

“I'm looking forward to working with an incredible, passionate team, assisting the industry and government to develop great places for all Australians.”

Tiffany was awarded the 2019 UDIA Women in Leadership Award in recognition of her contribution to the property and development industry.

She commenced her role on Monday, 13 July.
