Tiffany Allen is a Director in Urbis’ Economics and Property team, bringing more than 25 years’ experience across housing policy, strategy and delivery. Recognised for her deep understanding of how planning, funding, workforce and regulatory settings influence housing outcomes, Tiffany is skilled at translating complex policy into practical, market‑responsive solutions. Across her career, Tiffany has worked extensively with government and industry to shape housing reform, improve supply and affordability, and support developments that deliver long‑term social and economic value. Prior to joining Urbis, Tiffany was Chief Executive Officer of the Construction Training Fund, leading initiatives to strengthen workforce capability and support housing and infrastructure delivery across Western Australia. A key achievement includes leading the development of Western Australia’s State Housing Strategy 2020–30, bringing together government, industry and community stakeholders around a shared vision for the future of housing in the state. Known for her collaborative approach and strategic thinking, Tiffany works closely with clients and stakeholders to navigate complex housing and policy challenges and deliver informed, practical outcomes. Her expertise across housing, workforce capability and delivery pathways strengthens Urbis’ advisory work across major projects, urban development and broader social and economic policy.
