Hayden brings 13 years of experience as an applied researcher, evaluator, and policy practitioner with extensive work in mixed-methods research and complex evaluations. He draws on strong conceptual, technical, and communication skills to consider multi-faceted system problems and translate evidence to influence policy decision-making.
Hayden is currently managing Urbis’ evaluation of the Arc Partnership Addressing Disadvantage, a $33 million initiative providing housing and wraparound supports to people leaving custodial settings. This project comprises extensive engagement with program participants, cost benefit analysis and linked data analysis to measure program impact. He is also leading three major evaluations for the Victorian Department of Education, including the evaluation of the $96 million Career Start and 10 initiatives supporting teacher recruitment and retention.
In a previous role at the Victorian Department of Education, Hayden oversaw large, multi-year evaluations spanning student equity, teacher workforce, and teaching practice. He has also worked extensively in public health across HIV, viral hepatitis and palliative care. He began his career in Timor Leste, delivering complex research projects among communities impacted by HIV.
Hayden’s interests lie in translating robust evidence into practical, context-relevant work that helps shape public policy.
