Delivering Balmoral Quay: unlocking a landmark for Geelong's growth

The final stage (Stage 5) of the Balmoral Quay development in Geelong has been approved by Sonya Kilkenny, Victoria’s Minister for Planning, signalling the next stage of transformation for Geelong and the delivery of more than 80 new waterfront apartments.
Urbis played a central role in securing approval for this challenging project, guiding it through a complex process over five years, that involved complex stakeholder management and community engagement.
Stage 5 is the last piece of a $300 million transformation of the former Rippleside shipyard.
The first four stages delivered 104 apartments and townhouses, a marina, new waterfront walkways, and the rejuvenation of its beachfront.
This final stage will see a seven-storey complex designed into the Rippleside cliff face with spectacular views across Corio Bay and back toward Central Geelong.
Navigating challenges with resilience
The project faced significant hurdles, including local resident concerns about height, density, traffic, and views.
Urbis worked closely with our client, Balmoral Quay Pty Ltd, to respond to community feedback, incorporate independent panel recommendations, and present a revised design that reduced building bulk and enhanced view lines.
Initially intended for a planning approval by local government, Urbis assisted to successfully transition the project towards a Ministerial approval pathway – an indication of its significance to Geelong’s future growth.
A boost for regional economic development
Beyond its striking design, Stage 5 will deliver substantial public and economic benefits. It is a ‘market maker’ for high-quality housing diversity in a regional city.
It supports Geelong’s highest-ever medium-density infill approval, contributing to the state government’s target of 77,500 new infill homes in Greater Geelong by 2051.
