Rochelle Fleming

Rochelle is an urban planner with experience across state and local government and planning consultancy in Victoria, Queensland and the United Kingdom. She brings strong technical capability and well established relationships with government stakeholders and decision makers, enabling her to support complex projects from early strategy through to delivery. Prior to joining Urbis in 2024, Rochelle worked at the City of Melbourne and the Department of Transport and Planning, giving her a strong understanding of local and state planning processes and priorities. She uses this insight to set clear project pathways and guide clients through the planning approvals process with confidence. Rochelle specialises in land use and development approvals in inner urban contexts, with a particular focus on residential-led mixed use developments. Since joining Urbis, she has also contributed to state significant infrastructure projects, including Suburban Rail Loop East and North East Link. She is committed to delivering city shaping outcomes for clients that support vibrant, resilient and inclusive places.
