Urbis Pty Ltd has been commissioned by McDonald’s Australia Limited to prepare this development application for a proposed ‘Fast Food Premises’ over Lots 1 & 2 on RP117866 and Lots 20 & 21 on RP122112 at 90 Raceview Street, Raceview. Located within the Low Density Residential Area, a Fast Food Premises, which is defined as a Business Use, is subject to Impact Assessment (Inconsistent Use).
The proposal seeks Council approval to develop the site for the purpose of a McDonald’s Family Restaurant with 32 off street car parking spaces and ancillary ‘drive-through’ facilities that provides queuing of up to 17 vehicles and 1 additional vehicle waiting bay. Vehicle and pedestrian access to the site is proposed via both Raceview Street and Cascade Street. It is proposed that the restaurant will have 24/7 operation.
The development application is supported by a number of specialist’s reports and other material including the following:

For the purpose of this report, the Ipswich Planning Scheme 2006 will be referred to as ‘the Planning Scheme’ and the Sustainable Planning Act 2009 will be referred to as ‘the Act’. This report addresses the merits of the development with regard to the provisions of the Planning Scheme and other relevant matters as prescribed in the Act.
As outlined in the Development Summary, the application is for a Development Permit for a Material Change of Use for the purpose of a Fast Food Premises, subject to Impact Assessment. A Development Permit for Operational Works for the purpose of Advertising Devices is also being sought.
The development has been designed so as not to compromise the planning intent for the area, and has incorporated a number of design measures to ensure the amenity of the locality is not adversely affected.
The proposed restaurant would have a positive impact on employment with approximately 59 full time equivalent jobs expected to be generated from the development of the proposed restaurant. Many of these positions are likely to be taken up by the local community, including young people.
Council’s approval of the application is therefore sought, subject to relevant and reasonable conditions.
